That is the most likely cause. A weak igniter delays the gas valve, so heat starts late. We test the igniter's current draw against what it should pull, and replace it if it is below the safe range.

Why does one sealed burner have a yellow flame?

A yellow flame means the gas and air mix is off, usually from a partly blocked port or a cap that is not seated. We clean the port, reseat the cap and check the flame again before looking at the valve.

Is a 36-inch range harder to service than a 30-inch one?
